TIGHTEN THAT LEASH!!! Show her who the boss is. Try to train her without the distractions of others first. Use simple tugs on leash and commands to get the results you want.
If growling and/or aggressive lunging is happening, you may want to invest in a muzzle. It does not have to be used every time, but let her know you have it if needed.

K, hopefully your not to the point of an electric collar but you should definitely try a gentle leader, it will change your life! Keep a tight grip on her, she should be walking immediately at your side if not slightly behind you. Whenever she starts to get excited or aggressive make her sit & force her to stay in that position. If she begins to growl, that is NEVER a good sign. Push her down to the ground and “sit” on her holding your thumb & pointer finger around her neck in a mock strangle. This is how they are taught in the wild, you won’t hurt her. I have wolf-hybrids & I have them beautifully trained & they were nightmares to teach to walk but I finally did and it is wonderful, hang in there and best of luck!
